First of all, we suggest you check out ustream.tv and familiarize yourself with it. Then, it’s important that you execute your “Tech POC” as described in section 3.b) of the Call for Performers.
With the vast diversity of such organizations and contracts, we cannot offer some general guidelines nor specific consulting. Generally, anything which applies for you making material available on the internet free of charge will also apply here.
The short answer is “no”. The slightly longer one: While we are aware of the fact that given the very short timeframe this festival is organized in, establishing joint performances between separate audio and video artists, we do not want to fully exclude possible candidates from this event altogether. For this reason, we suggest you post your application as usual and hope that we are able to find a “proper match” for you.

If for some reason you cannot access or fill out the application form or the declaration regarding copyright, just get the info to us (e.g. using an ascii document and sending that via email, or in case of the declaration regarding copyright, printing, signing and scanning that).
Frankly: be creative. Ask a friend, or check with your local Xerox shop, or use a high-quality camera to repro photograph the document. Our rationale here: if you’re the high-tech video artist we’re looking for, then you’ll find a way.
